I would say that anyone who has been convicted of a DWI and sentenced to prison is more likely to drive drunk again, yes. You don't get prison for a first offense, and people who have multiple DWIs are almost certainly alcoholics.

They're not more of a threat to children than they are to adults, but one could certainly argue that they are a threat to society.

People who are a threat to society should not be released from prison if it's possible to keep them there. Ipso Facto.

So that's one specific exception one would want to make.
