Even if the punishment was to convert the "criminal" to organ donor status, I doubt that would work. Look at the black widow male spider and the praying mantis male for example. They risk life and limb to ensure another generation is born. It would only take a small proportion of risk-taking human males and the whole population reduction programme would be ruined. And anyway even with Saudi Arabian and other Islamic Jihad murderous fanaticism, young women and men are constantly taking the risk. Those Saudi and other married Islamic Jihadists are certainly NOT avoiding the possibility of reproduction. It would be an interesting experiment to try to ban sex even in marriage. My guess is that those promoting the ban would find themselves in trouble in a short time. They'd have to force the populations at gunpoint into different sectors based on their presence or absence of a Y chromosome. Anyway, women and men are already choosing to cut the number of children they produce down to none, one or two. Some still go for three, but they are not the norm and they only make up for those who have only one. Not many are going for 4 and those few don't make up for all those who don't have any children. China will be canceling their "one child" policy any time soon. The rulers aren't very intelligent, so they'll no doubt do as governments do and goof up by leaving the restriction on too long. In about 20 years, China will be demanding people have children. Women will be dragged along to turkey basting clinics to be forced to have the approved DNA added to theirs at ovulation time. Heck, knowing China, they might even implant her with an egg of their selection too, though that would be harder work as they'd have trouble collecting eggs unless they had a breeding hive where selected women were required to have eggs collected for implant into brood women to ensure quality control. That wouldn't be a great advantage because they could get the same DNA from blokes. One bloke, who would probably be quite willing if the right partners were used to incite ejaculation, could provide sufficient sperm for swarms of women. They wouldn't even need to force him or pay him. Maybe pay women $1000 for each successful ejaculation to provide the encouragement. Free collection for the blokes. Maybe even pay them a bit. Just say it's for the great future of China. A patriotic duty. They'd be lining up. Germany got them lining up to invade Russia for the splendour of the 1000 year Reich, where they died in droves.
