If that is not the case, then that will create another problem, idiot. How can a city function if millions of people leave it over a few months' time? And where do those MILLIONS of people live during the time they are away? What do they do for making a living? Where do the MILLIONS of kids go to school? Where do those MILLIONS of people get their water and food from? I have no trouble getting out of town or moving from one metropolitin area to another, and there are evacuation plans in the event large masses of people need to leave. Yeah, right. Like they did in New Orleans...
