Tackling any of the tough challenges will be controversial and is guarranteed to lower your ratings, whatever your policy.

You might want to examine some data on that. Look at the history of Bush's approval ratings. They were highest when he set about tackling the tough challenges. They were lowest when any idiot could figure out how poorly he had done it.
