I spent three years in Mauritius, in the Indian Ocean. It is hit by cyclones or near misses almost every year. It is rare for more than a few deaths to happen, usually idiots who go out in high winds to take down TV antennas or something. There is an elaborate warning system and shelter for every creature on the island who wants it.

It's despicable that all governments can't meet that standard in known high-threat areas.
