Precisely. Anyone who reads or writes a lot of evaluations and/or recommendations knows the phenomenon. Watch for what's not said.

The ABA isn't exactly some perfect, disinterested, and non-political arbiter or objective qualifications.

When Bork was nominated 10 panel members voted him "well qualified" (the highest rating, and one that in light of the "grade inflation" your talking about amounts to "qualified"). But the other 4 didn't even just vote qualified but "non qualified" (which is almost unheard of as a rating for a Supreme Court nominee)
