Supplemental spending bills are not new, and are fully accounted for. They where not in the initial budget, but they are themselves an addition to the budget. They can be considered off budget, because they where not in the original budget bill, but that isn't a very meaningful way to consider them off budget.

If that means "off budget", than there is nothing even slightly wrong with being off budget.

Something really off budget would be spending that is never passed by the budget authority of congress, and/or is not accounted for in any way. The first would be outside the governments budget, the later would be off budget in an accounting sense.
