It is legislation gone awry for no significant benefit. I agreed with you earlier that it's' an idiotic example ... but you brought it up and it is is useful to illustrate the conclusion that you belong to a class of people who are progress averse at best, social curmudgeons at worse. Listen to rush limbaugh a couple of times and you get the idea ... you can stand it for amusement value for a few minutes, then you have to turn it off, because it is so cynical it raises one's blood pressure.
