None of which changes any of the facts: There is one OFFICIAL BUDGET for the United States of America produced each year. And there are a wide variety of legalisms and government policy matters which are affected by what is in the OFFICIAL budget, and what is not. (Including, obviously, some of the policy matters I pointed out. Such as the fact that the economic projections produced by the Office of Management and the Budget, and by the Congressional Budget Office, are constrained from including any "off-budget" expenses in their projections....)
