Can't get 'er done in CA either. SD-LA-SF = $40 billion - no suckers.

It is in the ballpark, and would make money at that level of investment. Of course, $6B projects have a way f turning into $12B projects.

I do believe there are some highway projects underway that might make rightaway acquisition more reasonable for such a project, however by virtue of dual-use condemnations.
