In Canada and in England, income is taxed at certain rates. If you pay the amount of tax you owe, nobody is questioning whether you are actually capable of giving more.

If your funding is based on a graduated income tax, that's paying based on your ability to pay. It's not a perfect proxy, for sure, but it's as close as we can get.

To me, taking a phrase directly from Marx implies that their society is Marxist.

I understand that there's a certain baggage, but it's such an apt phrase to describe the concept. Rolls right off the tongue. Much more elegant than "those what has, pays; those what needs, gets." It's an important concept. It deserves an elegant descriptor.

By the way, I didn't scare Mary by being dramatic.
