Since no one is heartless enough to let hundreds of thousands die just to prove how bad the junta is, I'd say just give the aid to the military, then shine a big spotlight on how they can't do jack without the UN's help.

Burma will accept the supplies, they just won't accept the aid workers. The Burma government will deliver it by itself, thank you!

The question is whether the aid is send solely to help the people. If so, why does it matter who passes it out.

The western aid organizations do not want to see the govt. of Burma taking any credit for helping the people. It is, after all, a very corrupt and dictatorial government and it's hard to support any action that strengthens it. (I think if Junior Bush had invaded Burma instead of Iraq he could have been greeted with flowers). Still, do you want to see the all those people die just so that you can talk tough but do nothing about a third world dictator?
