"So why isn't anything significant happening?" Because the doubters of cave living have been in the drivers seat for almost 3 decades. And, they have a good argument. The longer we wait, the better the technology and the easier it will be to see what the best solution is. Given that, it is too early to pick a winner, and it is too expensive to try to develop several and pick the best of those. However, that means we run the risk of doing nothing until a crisis is in amongst our feet. Which, as you point out, seems to be the case.
