Yes we could do that.

It would help with international comparisons. Whether it gives a more accurate picture when just looking at the US figures could be debated.

Certainly some would argue against any modification that causes us to show a lower figure, saying that we are "dishonestly manipulating the figures to make us look better".

We could also try counting the figures both ways, but if you just count them as "still born" you get figures like the other countries, if your just count them as "live births" you get our current figures, to get both you would have to either have a third category, or put them in one category or the other with some sort of special notation in their records.
