My first rational thought as I watched the entire thing unfold live was; How are we going to over-react to THIS?

Unfortunately, we're STILL over-reacting, five years later. We've institutionalized the over-reaction.

No it isn't. I don't buy the view that the terrorists only want to get a reaction.

Either that, or Spain "won" after getting attacked on 3/11 by turning tail and running.
