(My guess is that although he *might* actually veto it at this point, he would have preferred to have forced a compromise proposal more to his liking, because he really doesn't want to hang this problem on the backs of farm State Republican legislators in an election year.... So, I'm guessing that --- if he vetoes --- he will maybe be upheld on override attempt, then will cave to a lesser proposal that will allow most of the pols to go away declaring that they have 'won' some sort of great victory. Over-all government subsidy Dollars won't change much.)
