But there are also other 'important points', else the administration would not be going to all the trouble of pulling this 'little' smoke-and-mirrors budget trick each and every year, in variance with all past budget practices of the United States of America. What the administration gets out of this is an ability to go before the American electorate and claim with a mostly-straight-face that their economic projections add up (when in fact they are largely a tissue of lies....), and a greater ability to keep the hoi polloi in the dark about the true ongoing expenses of the conflict. It's a propagandistic exercise mostly.
