If your going to have a system where people are highly racially conscious and dole out benefits or change the way they act based on race you could

1 - Have racial categories and make arbitrary decisions about them when there is any doubt.

2 - Have racial categories, but let people pick state their category. (Either everyone picks, or you someone decides when there is different possibilities or doubts and lets them pick)

3 - Have a formal racial classification system, possibly as extensive as South Africa.

But my preference is

4 - Treat people as people not primarily as members of a race.
