the number one CO2 producer in the world

Number 2 CO2 producer, not number 1.

or leading by example?

Seems to me that's a complicated decision. One factor is the probability that such leadership will result in followership sufficient to compensate for the sacrifice. Whenever you're considering taking one for the team, you need to analyze the condition of the team with and without your taking that hit. If doing so isn't likely to produce a win, then your sacrifice would be suicidal.

We lead by example in almost every field imaginable and it seems to have no effect on countries like China.

I'm against setting an example of wrecking the economy on a theory.
