I see the wake and its a pretty big one. Also no frenzy type movements by the shark just a grab and go. However it was really shallow water so that would be hard to hide a sub making a wake like that. The other surfers made no attempt to skiddattle from the 'shark' so who knows. If it was a prank it was a well executed one. Congrats either way to the surfers. My best guess if it was a prank is that a scuba diver wearing the fin grabs the bait and is being towed by a boat we don't see.
