But, seems to me, the way to do this is to remove all accidental deaths from the data, then compare.

I think the relative numbers for each country would be similar or the same as the method using the standardized mean. The specific numbers would be different for every country, but rankings or comparisons of the numbers should produce pretty much the same results.
