Unfortunately true. Humankind is still struck in inter-tribal warring, only the scale has been changed to the level of nationalism. Nations which are otherwise fair internally, use a different moralistic standard when it comes to inter-national crimes. One way to get morally consistent for the population of the aggressor is to brand the enemy as terrorist, uncivilized, communist (godless) etc.
Interestingly, Europe, once a hotbed of nationalistic warfare, has calmed down - to the point where there is considerable interest in creating a supra-national gov't that would have the responsibility of protecting the menber states. The Germans and French no longer seem to look at each other as natural rivals and enemies, but simply as people living in a different part of Europe - like Californians view New Yorkers (friendlier, maybe :-).

And, unfortunately, the religious wars, which I thought had ended with the Northern Ireland peace, are back again - fiercer than ever!
