By the time 1947 was rolling around, the Brits were breaking down their empire, not building it. That notwithstanding, the Brits recommended back in the early '40s after decades of fighting between Arabs and Zionists that the Zionists not be allowed to create Israel in Palestine. In fact, that's when they offered the Zionists land in Africa as an alternative. They knew that giving Israel to the Zionists would be a disaster. That's when the US stepped in and overrode the Brits' decision.
