It's up to each woman to decide how many mouths she thinks she can feed, or wants to try feeding. It's not a bossy government's position to tell her what she can do, other than in totalitarian horror stories like China where the price of people has been horribly low for way over a century.

I have never seen a place with too many people, other than in the sense that I found it too crowded to walk. The answer to such problems isn't fewer people, it's for people who don't like crowds to live somewhere else. People choose to be in cheek by jowl crowds because it's better than the alternatives.

Nor is it the position of bossy governments to force women to not use contraception, though some of them do that.

Problems are caused by the governments, not the women [though on an individual basis plenty of women cause problems for themselves and their children].
