If fifty different entities are working on a problem, at least one of them will come up with a better answer than your centralized entity.

I doubt it when a reliable national power grid is the goal. In fact, it's an issue where 50 different local solutions are probably a very bad idea. Twnety-five may fail while 25 work; better to have a system that mandates that any area failing gets automatic backup from someone somewhere else.

As long as you don't let rogue Enron traders into the mix, the system works pretty well, compensating for deficient local control where needed.
