Unless a backward local authority decides that they will mandate an ineffective, overpriced solution to steer business to the backers who own the local or state pols, and the citizen-users get screwed because no one could enforce a national quality code standard. At least federal standards are less likely to be skewed to parochial interests most of the time, which is the heart of the weakness of "community standards" vs. a common standard that must get through a much higher-level gauntlet to be implemented.
