This is an example of the federal government stepping in to ensure basic human rights. The same centralized powers also outlawed slavery and gave women and blacks the vote.

Point of order, Mr. Chairman.

The federal government did not step in to provide these rights.

It was placed in the Constitution, which was ratified by the states.

Womans Suffrage -- 19th amendment.

Slavery -- 13th amendment.

After the Civil War, many states and organizations such as Maryland, West Virginia and the Creek Indian nation still held slaves. Some may have released them under their own law (I am not sure), but until the 13th amendment it was not the law of the land.
