The US has an Investor Visa of that sort already. To qualify you need to invest $1 million or more in a US based business which you help manage. They don't care where you live, apartment, mansion, or hut. Most nations have a similar Visa for similar amounts of investment. Purchasing a $1 million house all-cash does not qualify you for a US Visa though, unless you first invested another million in a business. .
