Whether that law had an effect or not, the 1930's had exceedingly high unemployment. If there are no jobs to be had, many immigrants will return home.

Now I don't see the next several years having as high an unemployment as the 1930's saw, though certainly unemployment will rise from current levels. I think we'll lose fewer jobs than the 1930's, but many jobs that remain will be low to moderate pay levels.
