A small part, but that doesn't change anything.

If you reduce the expected return on an investment you reduce the amount of investment. Thinking "they spend a lot on promotion, so they could spend this money on R&D and testing" is simplistic. Their isn't any incentive to do so if they are not going to seriously profit from spending the money that way.
