The 40 ppm is the increase from the proxy fossil long term of 250ppm or so. One can use 50 or even 60 and it is still nothing in the tens of thousands of natural H20 ppm variations.

that is simply a dumb statement without time scales.

If as you say The greenhouse effect of CO2 is less than that, then saying CO2 is driving global temperatures is nonsense.
