There doesn't have to be a shortage. All futures commodity buying is supported by huge hedge funds. If the futures get too far ahead of the actually spot trading by the oil firms they will go down. The futures influence the spot trading only a little and large swings are temporary, that is mostly supply and demand. The fact is there is more demand from overseas, and OPEC is not increasing production. Some nations such as China have trouble actualling drilling and pumping their domestic oil. Russia is sitting on their reserves as well.
