Look at January 1980 to January 1981:

In short, in at least one instance, yes, the Fed has raised in the face of declining industrial production.

Also look at 2000/2001 I believe they were raising rates also in the face of declining production.

Sorry. Here you go. More dramatic when you look at YoY Industrial Production. The FED raised rates in a period (79-82)of declining Industrial Production.

July of '81 is a real eye opener. I wonder if we'll beat it, this time around...
