Once again, not the answer to my question though at least IP was cited in this answer.

Mish, year over year Industrial Production at 0.2%. Has the Fed ever raised rates in such a situation?

So with growth actually slowing not at 2% we have seen two points where the Fed has increased rates. (I didn't parse through all the data, their very well could be more points where this has happened..) Is this what you were seeking,
or am I still not understanding your question..?
