oligarchs didn't work out too well in Russia ;o) I bet China has made detailed notes on that experience on the Russian experience.. Those with money found newer bigger ways to be crooks... It is strong middle class that makes things work smoothly... when they lose control it all goes to fertiliser.. not oligarchs IMO..
