The one that was on the table back when it was last being proposed didn't. It was a gradual shift and it explicitly protected those already retired and those well along in the pipeline. Since the reference was to McCain, some other privatization plan out there that could threaten the audience is irrelevant. The one on the table didn't.

Before someone gets on my case for supporting privatization, let me be clear that I think it was a horrid plan. I'm only making a point that the charges by Obama against Bush where unsupportable fear mongering and that the "news" report was complicit.
