This thought process is convoluted. Is there no aspect of a free market you can tolerate, or does it all have to be regulated and metered by the government?

When your unsociable behaviour has an effect on your fellow citizens then there should be punitive action... as there is with 1000's of laws. You may have a proclivity to be a child molester but you have to pay the consequences.

Yes, when your bill goes past a certain amount you pay more per unit used.

One really has to wonder what kinds of cars the Obama's own, though.

Who cares? If you tax over-consumption of a precious resource and use the money to subsidize those with good behaviour you will get a good result.
