This is a PDF of Obama proposals. I glanced at a little of it. One thing that popped out was a tax credit to offset payroll taxes for the first 8K of income for poor people. I will read it more thoroughly later.

Is that another way of saying he intends on taxes going way up?

Goldy was complaining about new spending and you reply with Obama's plan to finance it. Let's not do the spending. Then we don't need to worry about the financing.

Is Obama personally paying for the increases he wants? If not, who does he suggest IS going to pay for his proposals....?

Obama supports or will follow PAYGO rules, and his campaign materials say that every spending measure (such as the tuition tax credit) is fully paid for.
