True no one paid lip service to empires any more, but the Soviets at least still had one.

You could also argue for Tibet being part of a Chinese empire, even though it was fully annexed. OTOH if you go to far in that direction almost every large nation is an empire, most of them have conquered and incorporated territory by force. Sometimes "empire" would only be used for non incorporated/annexed territory, or at least non assimilated territory.
