Tim -

What you're saying basically boils down to "It's too hard."

Of course, Bush himself went from saying that we would not rest until bin Laden was brought to justice to saying that it wasn't a priority.

The failure to capture him may reflect that as well.

But if you prefer your theory, by all means, stick with it.
