The main perverse incentives for politicians are not personal financial profit (although that can play a role) but the desire for power and security in their role or advancement to a better one.

But I guess you recognize that considering your statement - "I believe many politicians know better - but choose to pander to maintain power."

So we might pretty much agree on this.

Now there are politicians who are true believers about putting vast areas out of bounds for drilling, but I don't think the true believers were numerous enough to create the bans, and they might not even be numerous enough to maintain them, without assistance from the panderers.
