Unfortunately, the limited capacity of the existing roads means that people driving slower will push more roads into a highly congested state, which causes traffic jams, which uses much more gas.

What we should be doing is taxing gas heavily, and using some of that collected revenue to improve the roads and reduce congestion (and the more expensive gas will keep people from "just filling up" the new roads).
