But aren't the EIA draws just from US stocks?

I do believe China is currently building up it's own SPR.

Yes, I'd have to check but I would suspect imports were down (due to shimpments going to Chindia and Europe) which would lead to a drop. Refinery utilizaton was also up a bit....the SPR is a nonentity, it's maybe 200K bbl/s a week. We were down 5 million bbls, to put it in perspective.
