It says all states have not tried the fool proof methods. I voted in Alaska for eleven years. It's pretty fool proof there.

--It's really quite simple:
--each voter registers in a precinct.
--The polling place has a list of registered voters for that precinct.
--The voters sign the list next to their name.
--If they are not on the list they can submit a contested ballot, --which will be verified in case of a close election.
--The voter receives a paper ballot with clear instructions on how to mark the optical reader forms that you vote on.
After completing the ballot, the voter places the paper in a reader, the votes are counted, and the ballot is sequestered in case a recount is needed.

I never heard of any recounts.
