I don't think Nixon started it.

You'll have to take that up with Mr. Buchanan, who claimed it, and Mr. Packer, who reported it. All I did was accept what I read and pass it along.

Packer uses 1966 and Buchanan as something of a story beginning because of the memo Buchanan wrote in that year which served as a guideline for the 68 and 72 campaigns. Buchanan is quite proud of the memo. He shared it with Packer when Packer visited Buchanan for the article and then faxed him a copy of the memo which Packer put online.
