For food, let's start by trying to keep the U.S. based food companies like Monsanto from raping the land of developing nations with things like terminator seeds. Actions like that are the equivalent of making sure a person can't get a fishing pole, in your "teach a man to fish" analogy.

Nonsense. Anyone who doesn't want to need not use Monsanto's seeds. Only if they feel the value added by its proprietary technologies is worth the trade off (of having to purchase seed next year instead of using seed from the prior harvest), then they will use Monsanto. Nobody is forcing it on them.
