Perhaps its mainly a semantic disagreement, but its a disagreement about the core statement that is being questioned, and its not one that could easily be resolved by throwing in some synonym for "partisan split".

To the extent the article's statement about Nixon and Buchanan is true its about a tactic they used, but a split was already in existence before they implemented the tactic and before the memo was written. A tactic to take advantage of, or even to enlarge the split, isn't the split itself.
