Sounds like the dems + rinos will have a veto proof majority.
Recess appointments are temporary.
Congress won't bring up good judges for a vote.
Bully pulpit is countered by the bully press
Cabinet appointments need to be confirmed by Congress.
Commander can't do anything without money from Congress.

We won't have to worry about an Imperial Presidency for at least 4 years.

President Reagan did not have a Republican Congress-----that did not happen until his second term .

As President he did have the important powers you noted for a President--------

"veto
executive orders
recess appointments
supreme court nominations ( If the Dems stonewall a replacement for Ginsburg
just let the seat go vacant)
Bully pulpit
Cabinet appointments
Commander of the armed forces"

And, I would add an outstanding cabinet that he had worked with as Governor of California.
