Yes, it's ridiculously cheap in some of the big producers like Saudi Arabia. But what does that have to do with Brazil? Brazil plans to export a lot of oil, so if your theory was true, the global price of oil should have dropped. But it kept rising.

It's the same as the rest of the world, less type of oil, transportation cost and local State subsidies. Oil is fungible, and prices the same the world over, just like a share of MSFT.
