I assumed Goolsbee, best scenario, was in some sort of conversations with Canadian officials involving all sorts of things, perhaps many didn't have to do with the Obama campaign. He may or may not have said something that could have been stretched to mean what the Canadian official reported. But even if he did, it's simply someone who works for the campaign saying something as opposed to "the" campaign saying it.
